\nWith the signing of the Agreement, the Implementing Entity undertakes the commitment to implement the intervention and to activate the relevant procedures. Procedures that may have already been launched by the Implementing Entity for the implementation of the project, however, after the date of February 1, 2020, are not affected. Therefore, expenses before the date of the act of access to funding under the NRRP are also accountable as long as they occurred after February 1, 2020.
Yes, support activities for the SMP should be considered eligible expenses under Article 1, paragraph 1 of Decree-Law No. 80/2021 and RGS Circular No. 4 of January 18, 2022.

MEF-RGS Circular No. 32 of September 22, 2022, establishes that the purchase of real estate, such as buildings or land, is a reportable expense under the NRRP project if:
\nRegarding land acquisition, the reference national framework is Presidential Decree No. 22 of February 5, 2018, which, in Article 17, provides that expenditures for land acquisition are eligible within the limit of 10% of the total expenditure of the operation being considered, except for the cases specifically mentioned in paragraphs 2 (sites in a state of degradation and for those previously used for industrial purposes that include buildings) and 3 (operations for environmental protection).
\n\tTo this end, it is considered that the M2C4I2.1b interventions, whose primary purpose is the reduction of the residual risk associated with the event and the restoration of damaged public facilities and infrastructure according to letters d) and e), respectively, of paragraph 2 art 25 of Presidential Decree no.1 /2018 - Civil Protection Code can be treated as interventions for environmental protection and that the expenditure for land acquisition, according to the paragraph mentioned above 3 of art. 17 of Presidential Decree 22/2018, can exceed the limit of 10% of the eligible expenditure of the project considered, while still complying with the requirements of the Circular mentioned above, the verification of which falls to the implementing entities of the intervention.

\nIn general, the time schedule must be in line with the completion date of the works (attested by the issuance of the certificate of completion), expected by December 31, 2025. Paragraph 4 of Article 2 of the August 23, 2022 Decree by the President of the Council of Ministers stipulated that the \"Regions and Autonomous Provinces, within thirty days of the approval of the lists mentioned in paragraph 1, shall send the Department of Civil Protection the procedural and expenditure timetable for each intervention.\" For \"new projects,\" the time schedule must also be in line with the dates indicated in the Decree by the President of the Council of Minister August 23, 2022 and subsequent amendments and integrations:

\r\n\tNell’ambito del Piano Nazionale di Ripresa e Resilienza (PNRR), il Dipartimento della Protezione Civile risulta destinatario di 1,2 miliardi di euro. Tali risorse, collocate nell’ambito della Missione 2, Componente 4, “Tutela del territorio e della risorsa idrica”, sono rivolte a mitigare e gestire in modo più efficace il rischio idrogeologico del nostro Paese. Tale investimento fa parte di un investimento complessivo di 2,49miliardi di euro, la cui restante somma è di titolarità del Commissario straordinario alla ricostruzione nei territori colpiti dalle alluvioni verificatasi in Emilia-Romagna, Toscana e Marche nel mese di maggio 2023.
\nIl PNRR ha stanziato 2,5 miliardi di euro per il contrasto del dissesto idrogeologico di cui 1,2 miliardi di euro affidati al Dipartimento della protezione civile, la restante somma è di titolarità del Commissario straordinario alla ricostruzione nei territori colpiti dalle alluvioni verificatasi in Emilia-Romagna, Toscana e Marche nel mese di maggio 2023. Contrariamente alle risorse attribuite al Commissario, quelle di titolarità del Dipartimento della Protezione Civile sono distribuite sull’intero territorio nazionale e destinate a fronteggiare in parte il consistente fabbisogno di risorse per la sistemazione del territorio interessato da eventi emergenziali di natura idraulica ed idrogeologica, non interamente coperto con le risorse messe a disposizione dai fondi nazionali. La restante parte è dedicata alla realizzazione di nuove opere mai finanziate ma segnalate come urgenti per il ripristino dello stato dei luoghi e la riduzione delle condizioni di rischio a seguito di eventi emergenziali.

\nTali risorse sono state suddivise in:
\nI progetti “in essere” sono progetti approvati e già avviati alla data del 31 dicembre 2021. I 400 milioni di euro destinati ai progetti “in essere” sono volti a fronteggiare il consistente fabbisogno di risorse per la sistemazione del territorio interessato da eventi emergenziali di natura idraulica ed idrogeologica, non interamente coperto con le risorse messe a disposizione dai fondi nazionali. Quindi circa un terzo dell’investimento è dedicato alla rendicontazione di opere già avviate e/o concluse con risorse provenienti dai diversi fondi per l’emergenza nel tempo attivati.
\nI progetti “nuovi” sono invece volti alla realizzazione di nuove opere mai finanziate ma segnalate come urgenti per il ripristino dello stato dei luoghi e la riduzione delle condizioni di rischio a seguito di eventi emergenziali. Per i progetti “nuovi” sono stanziati 800 milioni di euro.
\nLa scadenza prevista per il conseguimento del Target M2C4-13 attribuito alla misura PNRR del Dipartimento della protezione civile è fissata al 30 giugno 2026, ed è relativo al “Completamento del 90% degli interventi di tipo D e E finalizzati al ripristino di strutture pubbliche danneggiate, individuati da atti di approvazione del Servizio nazionale della protezione civile”.
\nIn accordo con le Regioni e Province autonome, il criterio individuato per l’assegnazione dei fondi per entrambe le tipologie di interventi “in essere” e “nuovi”, nel rispetto del vincolo della destinazione del 40 per cento alle Regioni del Mezzogiorno, è stato quello individuato dal Decreto del Presidente del Consiglio dei Ministri del 5 dicembre 2016 recante “Approvazione dell'indicatore di riparto su base regionale delle risorse finalizzate agli interventi di mitigazione del rischio idrogeologico”.
\nPer gli interventi “in essere”, sulla base delle proposte di progetti comunicati dalle Regioni e Province Autonome, e a valle della verifica di ammissibilità degli stessi, si è giunti, con note del Dipartimento, all’approvazione degli elenchi delle opere finanziate. Relativamente ai “nuovi” interventi, con decreto del Presidente del Consiglio dei ministri del 23 agosto 2022 è stata regolamentata l’assegnazione e la modalità di trasferimento alle Regioni e alle Province autonome di Trento e Bolzano delle risorse finanziarie della Missione 2, Componente 4, del PNRR di titolarità del Dipartimento attuate attraverso la sottoscrizione di Accordi tra le Regioni e PP.AA. e il Dipartimento stesso, con i quali vengono disciplinati reciprocamente compiti e funzioni.
